Mapping Activity Statements and Statements of Work

There are five different types of CTP Program mapping activity statements (MAS) and statements of work (SOW). To participate in the program, a partner must complete training and execute a partnership agreement. Working with the FEMA regions, a program participant can develop  business plans and apply for grants using the following forms.

Types of Statements of Work

Program Management

This SOW recognizes partner activities as a way to manage multiple complex projects, do limited outreach and training, and provide mentoring to other partners. Program Management tasks and activities do not result in the production of a Flood Insurance Rate Map.

Community Outreach Mitigation Strategies

This Statement of Work (SOW) recognizes activities completed by a partner to address flood hazard risk and understand it. Communities willingly engage with FEMA to analyze flood hazard risks and use the analysis to take action and reduce their risk. These actions do not result in the production of a Flood Insurance Rate Map (FIRM).

Letter of Map Revision (LOMR) Review Partners Program

FEMA expanded this SOW in March 2018 to accept new partners who process LOMR. To be considered for the LOMR Review Partners Program, a CTP must be active and must fulfill the eligibility requirements listed in the NOFO. Further, CTPs, must complete a four-day in-person training at the Emergency Management Institute (EMI) in Emmitsburg, MD, in order to be considered for the LOMR Review Partners program.

Flood Risk Project Activity

The objective of the Flood Risk Project documented in this MAS is to develop and/or support flood hazard data and program-related tasks through completing technical risk analysis and mapping activities. These activities may or may not result in a new or updated Flood Insurance Rate Map (FIRM) and Flood Insurance Study (FIS) report for one or more communities within the project area.

FEMA-Approved Special Projects

This SOW is used for high level activities undertaken by national level nonprofit Cooperating Technical Partners (CTPs) who support the National Flood Insurance Program (NFIP) and actions to reduce the risk of loss of life and property damage.
