Workforce Management Division (WMD)
The Workforce Management Division supports FEMA’s operational readiness and execution of Field Operations by providing oversight for the timely management and deployment of an incident workforce for the national, all-hazard response needs of FEMA's integrated field operations that support all Mission Areas. WMD supports the recruitment and development of personnel within each program area, to generate the agency's incident workforce pool of employees which includes:
- Permanent Full-Time Employees
- Cadre of On-Call Response/Recovery Employees (CORE)
- Incident Management Cadre of On-Call Response/Recovery Employees (IM-CORE)
- FEMA Corps
- DHS Surge Capacity Force

Training Available for the Deployment Tracking System
The Deployment Tracking System (DTS) replaced the Automated Deployment Database (ADD) in December 2014 and is used to deploy and track all FEMA personnel. The DTS serves as the Agency’s primary means of deploying all employees to disaster and training events.
