Region 2 Administrator

Chad Gorman is detailed to Region 2 as the Acting Regional Administrator effective August 23, 2021.

Chad Gorman currently serves as the Acting Assistant Administrator of the National Preparedness Directorate (NPD) at the Federal Emergency Management Agency (FEMA) focusing on providing state of the art analytical, doctrine, training, education, exercise, and community preparedness support to enhance the capabilities of emergency managers at all levels, as well as individuals and communities.

Previously, Chad served as the Director of the National Exercise Division (NED) within NPD. The NED supports citizens, first responders, senior government officials, and the public and private sectors by providing exercise doctrine, programs, and resources necessary to achieve the National Preparedness Goal and foster a secure and resilient nation with the capabilities to prevent, protect against, mitigate, respond to and recover from all threats and hazards. Mr. Gorman also serves as a Deputy Team Lead for the National Incident Management Assistance Team (IMAT) Gold.

Prior to January 2017, Mr. Gorman served as the Director of the Chemical, Biological, Radiological and Nuclear (CBRN) Office since joining FEMA in March 2009. During this period Chad established FEMA’s capabilities to manage and respond to a catastrophic CBRN incident and worked within FEMA and with international, federal, state, local, and private sector partners to enhance the nation’s ability to respond and recover from CBRN and terrorism incidents. Prior to joining FEMA, he led Department of Homeland Security's (DHS) planning efforts focused on national security issues and served in various positions as a counterterrorism expert for the U.S. Government.

Mr. Gorman received his Bachelor of Arts from the University of Maryland at College Park, his Masters in Security Studies at the Naval Postgraduate School in Monterey, CA. He is also a graduate of Harvard University – John F. Kennedy School of Government’s Senior Executive Fellows Program.
