Deputy Assistant Administrator, Grants Systems and Policy Integration

Mr. David Santiago currently serves as the Director for the Office of Enterprise Grant Services in the Grant Programs Directorate at the Federal Emergency Management Agency (FEMA) in Washington, D.C. In this capacity, he is responsible for providing all FEMA grant programs with consistent guidance, processes, tools and systems to achieve effective internal controls, meet federal financial management requirements, standardize grant management practices across the Agency, and guide program offices as they promote and enforce compliance with applicable grant administration laws and regulations.

Mr. Santiago began his career in government as an intelligence officer and later served in a variety of senior roles overseeing successful, complex system modernization efforts and organizational change management initiatives. Mr. Santiago holds a Master’s Degree in Systems Engineering from the Johns Hopkins University and a Master’s Degree from the University of Pittsburgh in Security and Intelligence Studies.
