Lompoc, CA - Santa Ynez River Bank Stabilization

The flood control/erosion control project was denied due to its possible eligibility under the National Resource Conservation Service (NRCS) Emergency Watershed Program (EWP).  The subapplicant appealed this decision and provided documentation from the NRCS stating the activity in question was not eligible for their program because it did not meet the NRCS definition of “emergency.”  HMA accepted that additional information and proceeded with programmatic review.  Upon further review, this application was denied a second time on June 10, 2013, for eligibility issues related to a portion of the scope of work. No appeal had been submitted as af July 15, 2013, but the appeal period was open at that time.
