This policy provides guidance on whether oil, gas or other mineral extraction by hydraulic fracturing, horizontal directional drilling (HDD) is an allowable use of open space. The new policy clarifies existing language in the Code of Federal Regulations (44 C.F.R. Part 80) and applies to all Hazard Mitigation Assistance (HMA) funded projects including; the Hazard Mitigation Grant Program (HMGP), Pre-Disaster Mitigation (PDM) program, and the Flood Mitigation Assistance (FMA) program.
