Regarding The Section 106 Review Under The National Historic Preservation Act And The Development Of A Memorandum Of Agreement For The Demolition Of Two Buildings At 45 Church Road, Tunkhannock, Pa

Seeking Public Comment

 

FEMA is providing funding to Wyoming County for the demolition of two buildings located at 45 Church Road, Tunkhannock, in order to remove flood-prone structures from the floodplain. The regulations at 36 CFR Part 800 of the National Historic Preservation Act (NHPA) and the Programmatic Agreement Among the Federal Emergency Management Agency, the Pennsylvania State Historic Preservation Officer, the Pennsylvania Emergency Management Agency, and the Seneca Nation of Indians of New York (Statewide PA) require FEMA to consider the effects of its funding actions on historic properties. FEMA evaluated the two buildings at 45 Church Road for eligibility for listing in the National Register of Historic Places (NRHP), and determined that the Dana Residence building is eligible for listing under Criterion A of the NRHP Criteria for Evaluation for its association with the Dana family, and as an example of a large hotel in a rural area; and determined that the Dana Barn is eligible for listing under Criterion C of the NRHP for its association with Misses Gobel and Bodle, two women architects designing during the early twentieth century. The proposed demolition of these two buildings constitutes an adverse effect on the historic Dana property. The Pennsylvania State Historic Preservation Office (SHPO) concurred with this determination of eligibility and finding of adverse effect, and with FEMA’s intent to negotiate a Memorandum of Agreement (MOA). This public meeting seeks input on the proposed treatment measures identified by the consulting parties to compensate for the loss of the historic property as required under Section 106 of NHPA. These measures include:

  • Recordation: FEMA shall submit photographic and written documentation of the two buildings comprising 45 Church Road to the SHPO, the Wyoming County Historical Society, and the Tunkhannock Library.
  • Public Interpretation: The County of Wyoming shall install an interpretive sign at the subject property location. The sign shall include a historic narrative and photographs relating to 45 Church Road and its context.
  • Salvage: During demolition, the County of Wyoming shall salvage character-defining architectural features of 45 Church Road. The Wyoming County Historical Society has agreed to take ownership of these features and maintain them in the interest of preservation and public awareness.
