National Level Exercise 2024

NLE 2024 will examine the impact of a large hurricane on the Hawaiian Islands. Furthermore, NLE 2024 will include cyber-attacks in Guam further complicating supply chain issues caused by the damage to Honolulu Harbor. To do so, the exercise will include activities that examine plans and core capabilities within the Mitigation, Response, and Recovery mission areas.

NLE 2024 Objectives

Four national-level objectives guide the development of the exercise and serve as the structure for evaluation of NLE 2024.

  • Information Sharing
  • Response and Stabilization
  • Intermediate and Long-Term Recovery

NLE 2024 Evaluation

FEMA’s National Exercise Division (NED) will coordinate national-level evaluation efforts, to include the development of a national-level After-Action Report/Improvement Plan (AAR/IP). Each activity planning team will develop activity-specific objectives. National Evaluators will then align these activity-specific objectives to the national-level objectives and associated focus areas; identify relevant organizational plans, policies, and procedures; and draft critical tasks. After each activity, the planning team will consolidate findings in an Activity After-Action summary (AAA). The assessment of the accomplished activity objectives as aligned to the national-level objectives, will feed the national-level report to synchronize the evaluation process. This process motivates the improvement of exercise planning and design activities across the nation.

Community Participation

NLE 2024 will consist of activities designed to provide an opportunity for whole community partners to strengthen threat and hazard planning regarding climate change.

These activities will promote deliberate participation by whole community partners with equities, roles, and/or responsibilities in catastrophic disaster response and recovery, to include key private sector and nongovernmental partners.

Senior leadership engagement will also occur through Senior Officials Exercises that will include federal departments and agencies participating.
