Flood Mitigation Assistance is a competitive grant program that provides funding to states, local communities, federally recognized tribes and territories. Funds can be used for projects that reduce or eliminate the risk of repetitive flood damage to buildings insured by the National Flood Insurance Program.

FEMA chooses recipients based on the applicant’s ranking of the project and the eligibility and cost-effectiveness of the project.

FEMA requires state, local, tribal and territorial governments to develop and adopt hazard mitigation plans as a condition for receiving certain types of non-emergency disaster assistance, including funding for hazard mitigation assistance projects. Alternative Cost-Effectiveness Methodology

On Oct. 7, 2022, FEMA announced an increase in program accessibility for communities for the fiscal year 2022 Building Resilient Infrastructure and Communities (BRIC) and Flood Mitigation Assistance grant program application cycle. 

This increased support will benefit underserved communities with challenges meeting the Benefit-Cost Analysis (BCA) requirement when accessing funding through Hazard Mitigation Assistance (HMA) grant programs.

FY 2022 Funding Opportunity Announcement

The fiscal year 2022 application period for the Flood Mitigation Assistance grant program opened on Sept. 30, 2022 and closes at 3 p.m. ET on Jan. 27, 2023. Subapplicants should check with their respective State Hazard Mitigation Officer or Applicant’s Office on any additional deadlines.

Flood Mitigation Assistance funds may be used for projects such as Project Scoping; Technical Assistance; Community Flood Mitigation Projects; Individual Structure/Property-Level Flood Mitigation Projects; and Management Costs

FEMA Grants Outcome (FEMA GO)

For grants issued in FY 2020 and later, please use the FEMA GO system, which is now the management system for FEMA pre-disaster mitigation grants.
