Federal and State Officials say grant funding available after flooding in 2016 prevented further damage this winter.

Five years after severe storms, floods, mudslides and landslides devastated large swaths of central and southern West Virginia on June 22-29, 2016, the state continues on its road to recovery and is working to develop resilience against future disasters.

The State of West Virginia will receive $26.8 million from the Federal Emergency Management Agency (FEMA) to help relocate an elementary school damaged in 2016 by severe storms, floods, landslides and mudslides.

This award provides $26,851,044.60 in federal funding for the relocation of the Clendenin Elementary School, which was damaged as a result of FEMA-DR-4273-WV. This funding is being provided under authority of Section 428 of the Robert T. Stafford Act.

The state of West Virginia will receive an additional $60, 979,321.56 from FEMA as a result of President Donald J. Trump amending West Virginia’s 2016 Disaster Declaration (DR-4273).

Herbert Hoover EA Final

The West Virginia School Building Authority (SBA) with the Kanawha County Board of Education (KCBOE) as a client, has applied to the Federal Emergency Management Agency (FEMA) Public Assistance (PA) grant program for funding assistance, under the Presidentially Declared Disaster FEMA-4273-DR-WV, for the reconstruction of Herbert Hoover High School. In accordance with FEMA Directive 108-1 and FEMA Instruction 108-1-1, this Environmental Assessment (EA) is being prepared pursuant to Section 102 of the National Environmental Policy Act (NEPA) of 1969, as implemented by the regulations promulgated by the President’s Council on Environmental Quality (CEQ) in 40 Code of Federal Regulations (CFR) Parts 1500-1508. The purpose of the EA is to analyze the potential environmental impacts of the proposed project and to determine whether to prepare an Environmental Impact Statement (EIS) or a Finding of No Significant Impact (FONSI).
