City of Freeport Public Notice

The City of Freeport, Illinois, in conjunction with the Illinois Emergency Management Agency (IEMA) and the Federal Emergency Management Agency (FEMA), has applied for Pre-Disaster Mitigation (PDM) grant funding for acquisition and demolition of flood prone properties in Freeport Census Tract 7, located in the floodway of the Pecatonica River in the City of Freeport. The community is known as Eastside.

This type of funding is awarded only when the property owner participates voluntarily. FEMA makes the acquisition and demolition of flood prone structures, particularly those in mapped, special flood hazard areas, priority mitigation projects. An acquisition/demolition project entails the purchase of land and structure, demolition of the structure, removal of utilities, and deed restriction of the land as green space for perpetuity. The green space allows the natural floodplain function to return to the area. The site cannot be redeveloped but certain open space uses that are beneficial to the floodplain and the community in general may be permitted, such as a park or wetland. FEMA considers this type of mitigation to be 100 percent effective against future property damages.

FEMA is required to review the project under the National Environmental Policy Act (NEPA) and other relevant environmental laws and executive orders. EO 12898, Environmental Justice for Low Income and Minority Populations, requires public engagement and review of federal actions that may have the potential to disproportionately affect minority and low-income populations. EO 11988, Floodplain Management, requires public notice for any federal actions that affect floodplains.

Public participation is strongly encouraged. FEMA will reach out to the community to solicit feedback on the proposed project.
