Community Disaster Loan (CDL) Implementation Process
The CDL Implementation Process occurs in three distinct phases:
1)Application
2)Maintenance
3)Cancellation
FEMA’s CDL Program Team will help potential applicants bridge the funding gap in order for local governments to continue providing municipal services after a substantial revenue loss due to a disaster.

Community Disaster Loan Cancellation
If a borrower can show they have a cumulative three-year operating deficit after a disaster and prove that deficit was due to a disaster-related loss in revenue, including unreimbursed disaster-related expenditures (UDRE), they can have all or part of the loan cancelled, along with the related interest.
