Individual Assistance Program and Policy Guide

The Individual Assistance Program and Policy Guide (IAPPG) consolidates policy statements for all IA programs, including the Individuals and Households Program, the Mass Care and Emergency Assistance programs, and the Community Services programs. The IAPPG is intended to provide a comprehensive policy resource for state, local, territorial, and tribal governments, non-governmental partners, and other entities who assist disaster survivors with post-disaster recovery. The IAPPG applies to any disaster declared on or after March 1, 2019.

The Individual Assistance Program and Policy Guide (IAPPG) applies to any disaster declared on or after March 1, 2019.
The IAPPG consolidates policy statements for all IA programs, including the Individuals and Households Program, the Mass Care and Emergency Assistance programs, and the Community Services programs.

Policy: Individuals and Households Program Unified Guidance

The IHPUG supersedes existing stand-alone policies and applies to disasters declared on or after September 30, 2016 through February 28, 2019. The Individual Assistance Program and Policy Guide (IAPPG) supersedes the IHPUG for any disaster declared on or after March 1, 2019.
