Individual Assistance Program and Policy Guide

FEMA is releasing the current draft of the Individual Assistance Program and Policy Guide (IAPPG) version 1.1 for a 45-day public comment period. The draft guide and accompanying comment matrix are provided below. FEMA will accept public comments submitted between July 8 and August 24, 2020. FEMA requests that all comments be submitted using the accompanying comment matrix. Any comments received during the aforementioned public comment period will be reviewed and considered for the final version of the guide.

Individual Assistance Program and Policy Guide - March 2019

This document consolidates policy statements for all IA programs, including the Individuals and Households Program, the Mass Care and Emergency Assistance programs, and the Community Services programs.

The IAPPG is intended to provide a comprehensive policy resource for state, local, territorial, and tribal governments, non-governmental partners, and other entities who assist disaster survivors with post-disaster recovery. The IAPPG applies to any disaster declared on or after March 1, 2019.
