Individual Assistance Program and Policy Guide

The Individual Assistance Program and Policy Guide (IAPPG) consolidates policy statements for all IA programs, including the Individuals and Households Program, the Mass Care and Emergency Assistance programs, and the Community Services programs. The IAPPG is intended to provide a comprehensive policy resource for state, local, territorial, and tribal governments, non-governmental partners, and other entities who assist disaster survivors with post-disaster recovery.

Individual Assistance Program and Policy Guide (IAPPG) Version 1.1

"FEMA has updated the Individual Assistance Program and Policy Guide (IAPPG), a comprehensive guide for all FEMA Individual Assistance programs. Version 1.1 is an interim version being issued prior to a more extensive review and update planned for 2023. Version 1.1 supersedes the current IAPPG, issued March 2019, and is applicable to all Individual Assistance (IA) declarations issued on or after the publication date. The IAPPG Version 1.1 includes changes that align policy to current processing guidance, lessons learned from recent natural disasters, and incorporates updates authorized by the Disaster Recovery Reform Act (DRRA) of 2018.

Individual Assistance Program and Policy Guide (IAPPG)

The Individual Assistance Program and Policy Guide (IAPPG) applies to any disaster declared on or after March 1, 2019.
The IAPPG consolidates policy statements for all IA programs, including the Individuals and Households Program, the Mass Care and Emergency Assistance programs, and the Community Services programs.

Policy: Individuals and Households Program Unified Guidance

The IHPUG supersedes existing stand-alone policies and applies to disasters declared on or after September 30, 2016 through February 28, 2019. The Individual Assistance Program and Policy Guide (IAPPG) supersedes the IHPUG for any disaster declared on or after March 1, 2019.
