FEMA’s Hazard Mitigation Assistance (HMA) programs provide funding for eligible mitigation activities that protect life and property from future disaster damage to build a more resilient nation.
FEMA released new program guidance for the Hazard Mitigation Assistance Program and Policy Guide (HMA Guide). These updates and new HMA Guide replace the 2015 Hazard Mitigation Assistance Guidance and Addendums.
The HMA Guide provides helpful information for prospective applicants and subapplicants from state, local, tribal and territorial governments on the application and grant processes for four hazard mitigation grant programs.

Hazard Mitigation Assistance Program and Policy Guide
The 2023 HMA Guide update incorporates existing policies and guidance materials issued since 2015, simplifies and clarifies guidance, and incorporates strategic mitigation priorities.

Guide Applicability
The HMA Guide covers four mitigation grant programs: Building Resilient Infrastructure and Communities (BRIC) program, Flood Mitigation Assistance (FMA) program, Hazard Mitigation Grant Program (HMGP) and Hazard Mitigation Grant Program Post Fire (HMGP Post Fire).
The effective date of the HMA Guide is March 23, 2023.
- For Building Resilient Infrastructure and Communities and Flood Mitigation Assistance, the HMA Guide applies to Notices of Funding Opportunity published on or after March 23, 2023.
- For the Hazard Mitigation Grant Program, the HMA Guide applies to Presidential Disaster Declarations declared on or after March 23, 2023.
- For the Hazard Mitigation Grant Program Post Fire, the HMA Guide applies to Fire Management Assistance Grant declarations issued on or after March 23, 2023.
Additional Hazard Mitigation Programs Not Included in the 2023 Update
The Pre-Disaster Mitigation (PDM) grant program is no longer covered in the HMA Guide. In Section 203 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, Congress may appropriate additional funds for current FEMA hazard mitigation programs. These Congressionally directed funds may be managed and obligated to local communities through the previous program. In addition, the HMA Guide does not include guidance for the new Safeguarding Tomorrow Revolving Loan Fund (Safeguarding Tomorrow RLF) program. This program provides capitalization grants to eligible entities for the establishment of hazard mitigation revolving loan funds. In 2023, FEMA is assessing the implementation of this program through its first funding opportunity. The agency will issue separate guidance in the future.
