Summary: Hurricane Katrina caused damage to the Seabrook Railroad Bridge, a single-leaf bascule bridge with two railroad tracks and abandoned vehicular roadways cantilevered on either side of the tracks. The disaster damage upset the balance between the span and the concrete counterweight. FEMA prepared PW 9322 for $311, 298 to restore the balance of the bridge and address other eligible permanent repairs. The Port of New Orleans (Applicant) requested additional funding under category B to permanently restore the balance of the bridge. FEMA prepared Category B PW 16676 to document the Applicant’s request, but did not approve it. A category B PW is not appropriate to fund permanent repairs to the bridge. However, additional eligible items of work should be added to PW 9322 to restore the bridge to its pre-disaster condition.
