Summary: After Hurricane Isabel in September 2003, the State of Virginia was granted an expedited major disaster declaration and the City of Alexandria was designated eligible for Categories A and B along with many other applicants. A request was made for Categories C thru G that included Alexandria. Alexandria was not designated for C thru G because its estimated damages did not meet the per capita threshold of $2.77. The City was evidently not sent a denial letter. An appeal was filed by the City on June 22, 2004, claiming that it had sufficient damages to be eligible and that misinformation from FEMA resulted in the late appeal.
