Dear Mr. Najera:
This is in response to your April 28, 1997, submittal of the City of Santa Monica's third appeal of Damage Survey Reports (DSRs) 76720 and 22960 under FEMA-1008-DR-CA. These DSRs were prepared for $2,613 and $4,506 to cover repair of minor architectural damage at the Montana Library and Clover Park Administrative Building, respectively. In their third appeal, the subgrantee is requesting funding for engineering and design services.
Based on the documentation submitted with the third appeal, I have determined that the subgrantee has not established that the work necessary to repair the disaster-related damage identified in DSRs 76720 and 22960 requires engineering and design services. In addition, the subgrantee's request for additional funding for construction inspection services is denied. The subgrantee may submit an appeal for additional funding of construction inspection services if there is an aggregate cost overrun of all of its small projects. Therefore, this appeal is denied. Please see the enclosed appeal analysis for further information.
Please inform the applicant of my determination, which constitutes the final level of appeal in accordance with 44 CFR 206.206(e).
