Previously, Mr. Breslin was the White House Deputy Supply Coordinator for the COVID Response Team at the Executive Office of the President. Mr. Breslin also served as Deputy Director of the Individual Assistance Division at FEMA, Agency Deputy Chief of Staff, Senior Advisor in the Office of Response and Recovery, and Deputy Director of the Planning and Exercise Division. He managed and facilitated FEMA’s preparation and coordination efforts for the 2017 hurricane season and supported Puerto Rico’s recovery from Hurricane Maria, as well as serving as Deputy Operations Chief for Hurricane Sandy. He led the development of the National Response Framework and the nation’s first Response and Recovery Federal Interagency Response Plans. Prior to his time at FEMA, Thomas served as an officer in the United States Army, earning the Bronze Star, Purple Heart, and Combat Action Badge.
