Scott Bowman currently serves as the Acting Deputy Chief Information Officer for Disaster Operations within Mission Support’s Office of the Chief Information Officer (OCIO). Mr. Bowman has more than 20 years of experience with FEMA, supporting various programs within the OCIO.
In 2000, he joined the FEMA OCIO as the Application Team Lead for Enterprise Operations. His work there included supporting Enterprise Systems including the National Emergency Management Information System (NEMIS), eCAPS, and Active Directory. In 2007, Mr. Bowman served as the OCIO Individual Assistance Branch Chief, where he provided leadership and support as the liaison to the Individual Assistance Program business area. In addition, he served as the Program Manager for the Disaster Assistance Improvement Program (DAIP) to support Executive Order 13411, which was successfully deployed in 2008.
In 2009, Mr. Bowman served as Deputy Branch Chief for Systems Development and Integration. In this role, he focused on enterprise planning and software development. In 2011, Mr. Bowman served as Deputy Division Director for Architecture Engineering & Enterprise Services (AEES). As Deputy Division Director, he executed the Automation Modernization Data Resiliency effort to establish active-active capability for DAIP and the Integrated Public Alert and Warning System (IPAWS) and delivered enterprise voice, video, and data solutions.
From 2014-2018, he served as the Division Director for OCIO Service Operations. As Division Director, he led FEMA’s 24x7 Helpdesk, OCIO Disaster Response, End User Computing, Video Operations Center, Network Operations Center, Mobility Services, and Application/Data Center Hosting.
As the Acting Deputy Chief Information Officer for Disaster Operations, Mr. Bowman is proud to serve our citizens and first responders as he works to build, sustain and improve information technology and interoperable communications support for the FEMA mission and its Partners.
Mr. Bowman holds a Bachelor of Science degree in Computer Science from Virginia Tech and a Masters of Business Administration (MBA) from Shenandoah University. He is currently certified as a DHS Level 2 Program Manager, a Contracting Officer’s Representative and a Project Management Professional.
