Matthew Payne serves as the Assistant Administrator of the Response Directorate at FEMA. In this role, he helps lead an organization that provides the core, coordinated Federal operational response capabilities needed to save and sustain lives, minimize suffering, and protect property following disasters. Prior to this role, he served as the Deputy Assistant Administrator for Response and the Deputy Associate Administrator for Policy and Program Analysis at FEMA. Over the past decade, Matt has been involved in many response operations including the COVID-19 response and numerous hurricanes.
Prior to joining FEMA, Matt held numerous positions in the Office of the Assistant Secretary for Preparedness and Response at the U.S. Department of Health and Human Services.
