Carol Ann Adamcik serves as the Deputy Chief Counsel, Operations Law, within FEMA's Office of Chief Counsel at FEMA's headquarters in Washington, DC. Ms. Adamcik is the legal advisor for Resilience, the Office of Response and Recovery, and regional offices and disaster operations across the nation. Ms. Adamcik joined FEMA in 1995 as a reservist attorney where she deployed to over 50 disasters. Prior to becoming the Deputy Chief Counsel for Operations, she served as a staff attorney at FEMA headquarters, managed the Individual Assistance Policy team, and most recently served as Associate Chief Counsel for the Regional and Field Operations Legal Division with oversight for attorneys at FEMA regional offices, processing centers, recovery offices, and joint field offices. Ms. Adamcik also has experience in private consulting in emergency management. Ms. Adamcik received her law degree from the University of Pennsylvania Law School.
