On March 11, 2013, you received a memo; Subject: U.S. Department of Homeland Security Personnel Accountability System Implementation.  

Since the memo was distributed, it has been brought to our attention that the PAS application is not available to the public and does not have a public facing portal which means that it cannot be accessed outside the DHS/FEMA network. To access the application you must either VPN into the DHS/FEMA network or log into a DHS/FEMA computer. 

I apologize for the confusion this has caused and for purposes of clarification – any individual contact information contained within the National Finance Center’s database is also already in PAS. You only need to log into the PAS application to add additional contact devices. Therefore it is fine if you wait until you are deployed and have access to the network to log in. You may refer to the Personnel Accountability System Guidance web page for further clarification.
