The National Advisory Council meet in September 2011 in Arlington, VA. The NAC concurred to forward 7 recommendations to the Administrator. This document is the memo from the NAC Chair to the Administrator outlining the recommendations.
At its April 15-16, 2009 meeting in Washington DC, the National Advisory Council (NAC) discussed, deliberated, and voted to submit formal guidance to the Administrator of the Federal Emergency Management Agency (FEMA) regarding the NAC's review ofFEMA documents. This document includes their recommendation.
At the July 2009 NAC meeting, the Council's Post-Disaster Housing Subcommittee provided recommendations on important elements of the National Disaster Housing (NDH) Concept of Operations, as well as how to more fully engage Federal partners in this area. On July 29, the full Council voted unanimously to send these recommendations to the Administrator. This document includes FEMA's response to the NAC's recommendation.
FEMA response to NAC recommendation letter on January 12, 2009, conveying the National Advisory Council's (NAC) recommendations regarding the types of services that should be provided in conjunction with postdisaster housing services and that these services be incorporated into transitional housing solutions.
The purpose of this memo is to convey the NAC's recommendations that were approved during its December 10-11,2008 meeting in Dallas, Texas, regarding the types of services that should be provided in conjunction with post-disaster housing services. The NAC acknowledges that many of these services would not necessarily be provided or funded by FEMA. The NAC recommends to FEMA that these following services be incorporated into transitional housing solutions.
This document includes FEMA's response to NAC letter dated August 17,2009, providing recommendations on the National Response Framework (NRF).
Included in this memo is a consolidated list of comments made by the members oftheNational Advisory Council (NAC) regarding the FEMA Draft Strategic Plan.
The majority of comments were focused on the following categories:

This document provides the details for the meeting of the National Advisory Council.
Title 6, United States Code, Section 318 directs the Secretary of Homeland Security to establish the National Advisory Council (NAC). The NAC is established in accordance with and shall operate under the provisions of the Federal Advisory Committee Act (FACA) (Title 5, United States Code, Appendix). 3. Objectives and Scope of Activities: The NAC shall advise the Administrator of the FEMA on all aspects of emergency management. The NAC shall incorporate State, local and tribal government and private sector input in the development and revision of the national preparedness goal, the national preparedness system, the National Incident Management System, the National Response Framework, and other related plans and strategies.
The purpose of this memorandum is to forward the National Advisory Council's (NAC) recommendations from the September 27-28, NAC meeting in Arlington, Virginia for your consideration. The Council met in a public session for the purpose of reviewing the progress and deliberating potential recommendations. Through its discussions and deliberations, the NAC concurred to forward the following seven recommendations. These recommendations cover: the National Preparedness System, the Public Assistance Program, the Radiological Emergency Preparedness Program, and the Emergency Management Training and Education System.

The NAC met in public session in October 2012 to review the progress of its four subcommittees since its meeting in July 2012 and deliberate potential recommendations set forth by the subcommittees. Through discussions and deliberations, the NAC concurred to forward seven recommendations on the following issues: National Flood Mapping Program, FEMA's Youth Preparedness Council, FEMA's Private Sector Division, Emergency Management Institute, and International Urban Search and Rescue Teams. The NAC formally submitted these recommendations in a memo dated December 14, 2012.

The NAC’s mission is to provide recommendations and advice to the Administrator from a whole community perspective to ensure effective and ongoing coordination of national preparedness, protection, response, recovery, and mitigation for natural disasters, acts of terrorism, and other man-made disasters.
