Harper McCaughan Elementary School Relocation
The exceptional storm surge from Hurricane Katrina severely damaged the Harper McCaughan Elementary School (HMES). The Long Beach, Louisiana School District submitted an application for FEMA funding under FEMA’s Public Assistance Program being administered in response to FEMA-1604-DR-MS. As required by the National Environmental Policy Act (NEPA) and its implementing regulations, FEMA prepared a Final Environmental Assessment to consider the environmental impacts of the proposed project to relocate and rebuild HMES.
