On November 9, 2009, President Obama signed Executive Order 13518 on the Employment of Veterans in the Federal Government, which established the Veterans Employment Initiative for the executive branch and the Council on Veterans Employment. The Executive order underscores to Federal agencies the importance of recruiting and employing Veterans, as well as assisting transitioning service members seeking employment with the Federal Civil Service.

FEMA is working to help those that have served our Nation, including those who have service-connected disabilities, to find suitable employment while maintaining a sense of self-worth. FEMA’s diversity outreach efforts, including those directly targeted to veterans, have continued as it works to remain connected to veterans support groups, as well as education and employment organizations. This Agency realizes the importance of developing employment opportunities for veterans and remains committed to this effort.

The Federal Government may hire 30% (or more) disabled veterans through a streamlined, non-competitive hiring appointment through the Schedule A (5 C.F.R. 213.3102(u)) hiring authority. This is a “win-win” process for both the job applicant and FEMA in that it enables the Agency to rapidly hire qualified veterans without going through the lengthy competitive recruitment and hiring process.
