Please join NCP for our fifth installment of the Continuity Webinar Series titled, FEMA’s Continuity Practitioner and Training Programs. This webinar will examine the benefits of obtaining Level I and Level II status for the Continuity Excellence Series (Professional and Master Continuity Practitioners Program). These programs were designed to enhance excellence in the development and implementation of the Nation’s continuity programs. We will be joined by two continuity practitioners who have taken the courses and obtained their Level I and II certification. They will share their experiences on how obtaining their status as practitioners has both improved their continuity plans and programs, as well as their careers in the field of continuity and emergency management. After serving 21 years as an Army Scout, Jim Palmer retired 2006 and from the Military and began a civilian career with the City of Houston’s Office of Emergency Management. Starting out as an Emergency Management Planner, his responsibilities included all Planning, Training, and Exercise activities. In 2007, Jim assumed additional responsibilities as the City’s COOP Manager. In 2008, he was promoted to Assistant Deputy EMC over Preparedness and served as the City’s EOC Manager during Tropical Storm Eduard, Hurricane Gustav, and Hurricane Ike Response Operations. In 2010, Jim was promoted to Deputy EMC with responsibilities over Preparedness and Response and Daily OEM Operations. Jim earned a Bachelor’s Degree in Crisis and Disaster Management, graduating Suma Cum Laude, from the University of Central Missouri and has attained credentials with the International Association of Emergency Managers as a Certified Emergency Manager (CEM) and is currently one of the few individuals in the country certified as a FEMA Master Continuity Practitioner (MCP).
