State Partnership – Illinois’ Private Sector Alliance Project “An Enterprise beyond the Resources of Any One Member” The Illinois Terrorism Task Force/Private Sector Alliance Project supports two mutually sustaining, bellwether programs: (1) Infrastructure Security Awareness and (2) Mutual Aid Response and Resource Network. These statewide programs and their initiatives address partnership building and information sharing through programmatic outreach to engage private sector/nongovernmental representatives from an array of disciplines. Government statistics cite the private sector controlling over 85% of the nation’s infrastructure. As public safety leaders, it is essential to develop a communal understanding of the integral roles and responsibilities the private sector community has in Illinois homeland security efforts and establish mutually beneficial collaborations prior to the occurrence of disasters/incidents. The Private Sector Alliance Project (PSAP) was conceived in 2007 to meet strategic business objectives for homeland security in Illinois through actively engaging private-public sector information sharing, preparedness, response and partnerships to build a foundation for mutual exchange of information and assistance. These collaborative efforts are needed for overall protection of infrastructure and business assets as well as successful joint recovery activities. The mission of the Private Sector Alliance Project (PSAP) – “An Enterprise beyond the Resources of Any One Member” denotes a collaborative, holistic approach to value expectations, resources and needs of the private and public sectors before, during and after disasters/incidents. Goals and Objectives * Set strategic policies and procedures that develop and sustain an array of private-nongovernmental-public partnerships, information sharing and commitments to address Illinois homeland security preparedness activities. * Promote and encourage statewide, regional and local private-nongovernmental-public collaborations and interactions that strengthen Illinois’ homeland security strategy for anti-terrorism/all-crimes activities and all-hazard response. * Develop effective Private Sector Alliance Project marketing strategies for continued outreach with private sector entities on homeland security issues of mutual concern. Private Sector Alliance Project (PSAP) Since the attacks on America on 9/11, both government and the private sector have been compelled to reexamine their missions in enhancing homeland security through joint collaborations. Recognizing these critical roles, the Illinois Terrorism Task Force (ITTF), the Statewide Terrorism & Intelligence Center (ST&IC) and the Illinois Emergency Management Agency (IEMA) are partnering with members of the private sector to promote a culture of information sharing and mutual assistance through the PSAP. Portfolio management of private/public sector partnerships, projects, programs and initiatives is administered by the Illinois Terrorism Task Force, advisory body to the Governor of Illinois regarding statutory recommendations and guidance on homeland security laws, policies, protocol and procedures. The ITTF also serves as the state homeland security strategic planning and policy body for the U.S. Department of Homeland Security grant programs. The ITTF is made up of 15 committees, including a Private Sector Committee comprised of private entities and public agencies dedicated to systematically integrating the private sector into the state’s homeland security preparedness, response and recovery planning efforts. The PSAP is the state’s overarching approach to engaging private-public sector representation in promoting a culture of information sharing, preparedness and partnership. The business needs and project objectives include effective methodologies that emphasize key strategic priorities. The business needs are met by established private-public partnerships that require cooperative, multi-party participation. The project objectives are met by continued programmatic outreach to engage more members from an array of sectors and disciplines. Associations and partnerships are ongoing with private sector security, operations and emergency preparedness personnel for information and resource sharing from preventative, preparedness and response/recovery outlooks. Additional, collaborative efforts are underway to include private sector representatives from emergency management, resiliency, crisis management, business continuity, resumption and contingency planning disciplines. These exchanges address resources, responses and mutual aid through preparedness, response and recovery activities to augment gaps and limitations of existing governmental activities. Under the auspices of the PSAP are two, mutually-sustaining cornerstone programs: (1) Infrastructure Security Awareness (ISA) and (2) Mutual Aid Response and Resource Network (MAR2N). Each program addresses perspectives of partnership-building to seek private sector engagement and participation building on a foundation for mutual exchange of information and assistance. Statewide Terrorism & Intelligence Center - The Infrastructure Security Awareness program, initiated in 2004, is a living illustration of the Statewide Terrorism & Intelligence Center’s goal to promote mutually collaborative communications, working relationships, partnerships and information sharing between private and public sector entities. It was developed as a cooperative engagement to share vital, For Official Use Only (FOUO) information and ensure timely dissemination of critical infrastructure protection guidance and intelligence with private sector representatives with a “responsibility to inform.” It continues as an information exchange and communications platform with and among private sector professionals requiring and sharing homeland security awareness, prevention, preparedness, response and recovery information. The delivery tool for this information is through a Department of Homeland Security (DHS) Internet portal, Homeland Security Information Network (HSIN). Topical information can be posted, requested, reported, viewed and shared with and between members. Access is granted to private sector representatives for FOUO business activities. Also, members can access the fusion center and communicate 24/7 with ST&IC Command and analytical staff to address inquiries, record and research suspicious activities and share timely threat/event information. Types of information shared with the private sector include: strategic – sector-specific threat assessments, intelligence requirements, intelligence management and trend analysis; operational – major events, daily briefings, all hazards reports and daily intelligence notes; and tactical – on-scene support and routine requests. The ISA Program prospers through augmented resources that include technology advancements based on business priorities, employment of a critical infrastructure specialist serving as the liaison to our private sector partners, incorporation of an all-hazards approach into the program, expansion of the critical infrastructure/key resource protection and information sharing mechanisms, and the pursuit of additional partner members. State Emergency Operations Center – The Mutual Aid Response and Resource Network program is a more recent addition to the Project. Illinois is uniting with the private sector community to help fill gaps in resources during emergency response and recovery. The program is designed to act as a force multiplier between the private and public sectors to mitigate the impact of critical incidents, including natural disasters and acts of terrorism. The program emphasizes proactive preparedness through both a clearinghouse of resources within the SEOC and regional response support, encouraging the private sector to form cooperative partnerships with the ITTF, IEMA and ST&IC to enhance Illinois’ safety and security. Additional initiatives include: (1) As a component of the MAR2N program, the Private Sector SEOC Liaisons partner with State and public agency representatives to provide response, assistance and resource deployment during times of critical incidents/disasters at the state’s emergency operations center; (2) A core group of existing private-public sector partnerships from local, regional, state and federal locales provide recommendations and perspectives on state emergency planning, including a private sector annex and credentialing for the private sector during times of response. The end result of this collaboration will be enhancing the ability of the state and local/regional groups to exchange perspectives in preparedness and mentor future partnerships in the coordination of response and resource management. Active coordination and cooperation through the emergency management cycle, beginning with planning, is a recommendation from the National Incident Management System (NIMS) that the state is employing by engaging these partnerships through communications/meetings; (3) Current discussion regarding credentialing for the private sector within Illinois is occurring between the Illinois Terrorism Task Force and private sector representatives to address how best to grant access to a disaster area for Critical Infrastructure and Key Resources (CI/KR) owners and businesses to inspect, repair and reestablish their services. It is critical to secure and then recover impacted areas so communities and businesses can survive the event. Proposed standards and protocol for re-entry of personnel post-crisis into affected areas have been drafted and will be reviewed by private sector sub-committees and partnerships. Requirements for Success * Established, collaborative interactions between the Private Sector Alliance components/staff and private sector entities through program and initiative participation * Open communications and trusted information sharing between Illinois government agencies and private sector entities * Collaborative deployment of response and resources during times of incident by private and public entities * Credentialing for the private sector to enable response and re-entry of personnel during and post-crisis into affected areas * Reevaluation and reassessment of existing interactions and partnerships to build on what is effective and what is not effective in these relationships. Private sector representatives will also participate in the actual exercise through the incident command structure. * The ITTF/Private Sector Committee is developing topical homeland security preparedness workshops for private sector businesses in local and regional areas within Illinois. * The Private Sector Liaisons receive SEOC related training. * Homeland security training/seminars for the private sector are posted on the Homeland Security Information Network portal for Infrastructure Security Awareness program members.
