Section 106 of the National Historic Preservation Act (NHPA). The scope ofwork as submitted in this PW has been 
reviewed and meets the criteria outlined in Appendix A, Programmatic Allowances, Section {II-A2, I1-CI, II-Bl, II-H, IID2,
