Expedited Project Review for Emergencies of the Prograrmmatic Agreement among FEMA, the Louisiana State Historic Preservation Officer (SHPO), the Louisiana Office ofHomeland Security and Emergency Preparedness (LOHSEP) and the Advisory Council on Historic Preservation dated December 3,2004. In accordance with Stipulation V.2. and V.3., FEMA would like to request your concurrence to use the expedited project review process. The Engine House is acontributing building in the Central City National Register Historic District It was substantially damaged during Hurricane Katrina. There was minor lifting ofthe mane offthe foundation, making the building wrack at the second floor sill level. It is leaning precariously toward ahome that has recently been reoccupied and is largely undamaged and contributes to the historic district. Attached is astructural report from the Applicant, the City ofNew Orleans, staring that the building poses an imminent threat to life and property and it recommends the immediate demolition of the structure (Undertaking). FEMA proposes to mitigate the Adverse Effect through photographic documentation ofthe site which includes: • digital photographs taken ofthe exterior ofthe building (the interior is not accessible) that will be taken and developed in accordance with the archival standard produced by National Park Service and described in the March 2005 Photo Policy Expansion; • asketchplanofthe site;and • completion ofthe Short Format Buildings Survey.
