The fire station was inundated by five feet of flood water. Because of this basically everything inside the building has to be gutter, cleaned, dried-out, and replaced due to being saturated. The Grand Isle Fire Station is a 120'x 60' rigid frame painted metal building. It consists of an apparatus bay and an office area, each measuring 60'x 60'.This building is owned by the Grand Isle Fire Department and is intended to operate in the same manner upon completion of repairs. As of the time this proposal was written, no work has been completed. This project worksheet does not include any contents of the building, but rather focuses on replacing the interior structure as the shell of the building can be salvaged. The repairs required for this facility include replacing the kitchen and bathroom, the air-conditioning system, the walls, insulation, and paint, all of the windows, blinds and doors, and portions of the roof edging. Because of the cost analysis, this station will be replaced with a new two-story building in compliance with the Jefferson Parish Code of Ordinances and the new Advisory Base Flood Elevations (ABFE). The first story will contain a five bay apparatus garage with overhead doors and the second story will contain an office, bathroom, kitchen, bunk room and gym facilities. The new facility will add an extra flight of stairs required by current codes and hazard mitigation will be achieved by adding five reinforced rollup doors that are rated to withstand stronger winds. ENVIRONMENTAL REVIEW PROJECT CONDITIONS Project Conditions: The following conditions apply as a condition of FEMA funding reimbursement: The Jefferson Parish is enrolled in the National Flood Insurance Program (NFIP) as of 10/01/1971. As per Flood Insurance Rate Map (FIRM) panel number 22051C0225E dated 03/03/1995. Project is located within a VE zone, area of 100-year coastal flooding with velocity (wave action), base flood elevations and flood hazard factors determined. The project is replacement of building, equipment, and components, as per 44 CFR 9.11, mitigation or minimization standards must be applied. Where possible, building contents, materials, and equipment (mechanical or electrical) must be elevated to or above Advisory Base Flood Elevations (ABFE). In compliance with EO 11988, an 8-step process was completed and is attached. Per 44 CFR 9.12, applicant must publish a final public notice 15 days prior to the start of construction activities. Final public notice is to be forwarded to the LAGOHS/OEP and FEMA for inclusion in the permanent project files. Unusable equipment, debris and material shall be disposed of in an approved manner and location. In the event significant items (or evidence thereof) are discovered during implementation of the project applicant shall handle, manage, and dispose of petroleum products, hazardous materials and/or toxic waste in accordance to the requirements and to the satisfaction of the governing local, state and federal agencies. In accordance with the Formosan Termite Initiative Act, (LA R.S. 3:3391.1 through 3391.13) the Louisiana Parishes of Calcasieu, Cameron, Jefferson Davis, Orleans, Jefferson, Plaquemines, St. Bernard, St. Charles, St. John the Baptist, St. Tammany, Tangipahoa, and Washington are under quarantine. The movement of wood or cellulose material, temporary housing or architectural components (e.g. beams, doors and other wood salvage from a structure) may not leave the quarantined parishes without written authorization from the commissioner of the Louisiana Department of Agriculture and Forestry or his designee(s). This project is located within the Louisiana Coastal Management Zone. Louisiana Department of Natural Resources (LA DNR) has determined that receipt of federal assistance is consistent with the Louisiana Coastal Resource Program.
