Continuity of Operations (COOP) Fact SheetFact Sheet The Continuity of Operations Division is responsible for providing continuity planning guidance, training, exercises, and assessments in developing capabilities for continuance of the Federal government’s essential functions, and providing integrated continuity guidance for all State, local, territorial and tribal governments across a broad spectrum of emergencies. Benefits COOP implements U.S. Policy to maintain a comprehensive and effective continuity capability, integrated across Federal, State, local, tribal and the private sector to ensure the preservation of our form of government under the Constitution and continuing the National Essential Functions under all conditions. Recent Accomplishments . Supported the development and implementation of the President’s National Continuity Policy Implementation Plan . Developed and published, in coordination with the interagency community, Federal Continuity Directive (FCD) 1, Federal Executive Branch National Continuity Program and Requirements, and FCD 2, Mission Essential Function and Primary Mission Essential Function Identification and Submission Process . Developed and conducted training for key continuity staff on FCD 1 and FCD 2 and assisted the departments and agencies in implementing the new guidance for their organizations . Developed, coordinated, conducted, and assessed Eagle Horizon 08, the nation’s largest and most successful full-scale continuity exercise, including 12,048 (non-military) participants from 54 Federal Executive Branch departments and agencies . Developed and fielded new training courses, including the new Continuity Planning and Devolution Train-the-Trainer Courses . Supported the development of Continuity of Operations Working Groups (CWGs) with each of the 29 Federal Executive Boards (FEBs), supporting 85% of the Federal workforce outside the National Capital Region, and with the Federal Executive Associations (FEAs) in many of our nation’s largest cities . Coordinated FEMA’s own internal continuity program enabling over 300 FEMA and interagency emergency managers to successfully exercise disaster response and recovery during the Eagle Horizon exercise FEMA leads and supports the nation in a risk-based, comprehensive emergency management system of preparedness, protection, response, recovery, and mitigation, to reduce the loss of life and property and protect the nation from all hazards including natural disasters, acts of terrorism, and other man-made disasters.
