Preparedness Grants Portfolio Fact SheetFact Sheet The Federal Emergency Management Agency’s (FEMA) Grant Programs Directorate (GPD) is fiscally responsible for approximately 17,000 open grants and is programmatically responsible for more than two-thirds of those grants. The following preparedness grants are programmatically managed by the Grant Development & Administration Division of GPD: Homeland Security Grant Program (HSGP) The HSGP is comprised of four wide-reaching programs that provide risk-based funding to state, local and tribal governments for homeland security efforts in support of the National Preparedness Guidelines and related national doctrine. Funds through these programs provide critical assistance in preparedness planning, equipment acquisition, training, exercises, management and administration. Additionally, these funds can be leveraged to support resources available through other assistance programs that focus on infrastructure protection activities. The HSGP consists of the following programs: . State Homeland Security Program (SHSP): The SHSP supports building and sustaining capabilities at the state and local levels through planning, equipment, training and exercise activities, and helps states to implement the strategic goals and objectives included in state homeland security strategies. The SHSP supports activities within all four homeland security mission areas as well as the National Priorities identified in the National Preparedness Guidelines. . Urban Areas Security Initiative (UASI): The UASI addresses the unique multi-disciplinary planning, operations, equipment, training and exercise needs of high-threat, high-density urban areas, and assists them in building and sustaining capabilities to prevent, protect against, respond to and recover from threats or acts of terrorism. . Metropolitan Medical Response System (MMRS): The MMRS program assists designated local, metropolitan areas to sustain and further enhance regionally integrated all-hazards mass casualty preparedness and response capabilities to achieve adequate progress in meeting designated target capabilities; increased integration with statewide mass casualty initiatives and capabilities; and effective coordination with mutually supporting program guidance from the Department of Health and Human Services and other relevant federal agencies. . Citizen Corps Program (CCP): The CCP supports Citizen Corps Councils’ efforts to increase community involvement in emergency preparedness, planning, mitigation, prevention, response and recovery. This includes strengthening government collaboration with civic leaders, integrating nongovernmental resources and assets in government plans and protocols and engaging citizens in personal preparedness, exercises, ongoing volunteer programs and surge capacity response. Emergency Management Performance Grants (EMPG) The EMPG program assists state and local governments to sustain and enhance the effectiveness of their emergency management programs. This program provides funding by formula basis to all 56 states and territories as well as the Federated States of Micronesia and the Republic of the Marshall Islands. Emergency Operations Center (EOC) Grant Program The EOC grant program is intended to improve emergency management and preparedness capabilities by supporting flexible, sustainable, secure and interoperable EOCs with a focus on addressing identified deficiencies and needs. Interoperable Emergency Communications Grant Program (IECGP) The IECGP provides governance, planning, training, exercise and equipment funding to states, territories and local and tribal governments to carry out initiatives to improve interoperable emergency communications, including communications and collective response to natural disasters, acts of terrorism and other man-made disasters. Driver’s License Security Grant Program (DLSGP) The DLSGP seeks to enhance the security and protections that are needed to issue “one person one real id.” The program will help states improve state driver’s license and identification (ID) card issuance capabilities, as well as position states to work collectively to develop more secure systems to verify a person’s identity. State Homeland Security Program - Tribal The SHSP Tribal grants are available to eligible tribal governments. The purpose of this program is to provide supplemental funding to directly eligible tribes to help strengthen the nation against risks associated with potential terrorist attacks. Operation Stonegarden (OPSG) The OPSG program provides funding to designated localities to enhance cooperation and coordination between federal, state, local and tribal law enforcement agencies in a joint mission to secure the United States border along routes of ingress from international borders, to include travel corridors in states bordering Mexico and Canada as well as states and territories with international water borders. Urban Areas Security Initiative Nonprofit Security Grant Program (UASI NSGP) The UASI NSGP provides funding support for target hardening activities to nonprofit organizations that are considered to be at high risk for terrorist attacks. While this funding is provided specifically to high-risk nonprofit organizations, the program seeks to integrate nonprofit preparedness activities with broader state and local preparedness efforts. The UASI NSGP is designed to promote coordination and collaboration in emergency preparedness activities among public and private community representatives, state and local government agencies and Citizen Corps Councils. Preparedness Grants Portfolio Fact SheetFact Sheet Transit Security Grant Program (TSGP) The TSGP provides grant funding to the nation’s key high-threat urban areas to enhance security measures for their critical transit infrastructure including bus, ferry and rail systems. The following are components of the TSGP: . Intercity Passenger Rail (Amtrak): The purpose of the IPR is to create a sustainable, risk- based effort to protect critical surface transportation infrastructure and the traveling public from acts of terrorism, major disasters and other emergencies within the Amtrak rail system. . Freight Rail Security Grant Program (FRSGP): The FRSGP is a new component of the TSGP; it will fund security training for frontline employees, the completion of vulnerability assessments and the development of security plans within the freight rail industry and GPS tracking systems for railroad cars transporting toxic inhalation materials (TIH). Port Security Grant Program (PSGP) The PSGP provides grant funding to port areas for the protection of critical port infrastructure from terrorism. PSGP funds are primarily intended to assist ports in enhancing maritime domain awareness, enhancing risk management capabilities to prevent, detect, respond to and recover from attacks involving improvised explosive devices (IEDs), weapons of mass destruction (WMDs) and other non-conventional weapons, as well as training and exercises and Transportation Worker Identification Credential (TWIC) implementation. Intercity Bus Security Grant Program (IBSGP) The IBSGP creates a sustainable program for the protection of intercity bus systems and the traveling public from terrorism, especially explosives and non-conventional threats that would cause major loss of life and severe disruption to services. Program priorities include the development of vulnerability assessments and security plans; facility, driver and vehicle security enhancements; emergency communications technology; coordinating with local police and emergency responders; training and exercises; and passenger and baggage screening programs in defined UASI service areas. Trucking Security Program (TSP) The TSP sustains the First Observer program to enhance homeland security through increased vigilance and awareness on the nation’s highways. Past grant priorities of the TSP included participant identification and recruitment; ensuring that the First Observer addresses homeland security and safety issues in conjunction with the National Preparedness Guidelines; maintaining a full-time call center, and increased capabilities in furtherance of the National Priorities. In FY 2009, the TSP will be awarded competitively to trucking professionals for communications planning and equipment used to track and secure the transport of Tier I Highway Sensitive Security Materials. Preparedness Grants Portfolio Fact SheetFact Sheet Buffer Zone Protection Program (BZPP) The BZPP supports the development and implementation of Buffer Zone Plans for prevention and protection activities outside the perimeter of critical infrastructure sites. The program provides funding to build security and risk-management capabilities to secure critical infrastructure, including chemical facilities, nuclear and electric power plants, dams, stadiums, arenas and other high-risk facilities. Assistance to Firefighters Grant (AFG) The AFG program provides resources directly to fire departments and nonaffiliated emergency medical services organizations to obtain critically needed equipment, protective gear, emergency vehicles, training and other resources needed to protect the public and emergency personnel from fire and related hazards. Three types of grants are available under this program: . Assistance to Firefighter Grants (AFG): AFG grants provide support to organizations that lack the tools and resources necessary to protect the health and safety of the public and their emergency response personnel with respect to fire and all other hazards. . Fire Prevention & Safety (FP&S): FP&S grants provide support for funding efforts to mitigate incidences of deaths and injuries caused by fire and fire-related hazards especially in high-risk target groups such as children, adults over 65 and firefighters. In addition, FP&S supports Firefighter Safety Research and Development activities. Staffing for Adequate Fire and Emergency Response (SAFER): SAFER grants help fire departments increase the number of frontline firefighters. The goal is for fire departments to increase their staffing and deployment capabilities and ultimately attain 24-hour staffing, assuring that their communities have adequate protection from fire and fire-related hazards.
