The document is an existing policy scheduled for review in order to ensure policies within FEMA’s Recovery Directorate are consistent with current laws and regulations. It is also available on the FEMA website at http://www.fema.gov/government/grant/pa/9524_3.shtm. The Rehabilitation Assistance for Levees and other Flood Control Works defines the Agency’s authority to fund repairs to certain levees and other flood control works under the provisions of the Robert T. Stafford Disaster Relief and Emergency Assistance Act as a result of a Presidentially declared disaster. Under the current policy, FEMA may fund repairs to flood control works or perform debris removal on levees ineligible to participate in the U.S. Army Corps of Engineers’ Rehabilitation and Inspection Program because they were constructed or repaired with funding from a Federal agency other than USACE. Under this policy, FEMA may also fund repairs to flood control works ineligible to receive funding from the Natural Resources Conservation Service because they were not constructed with Federal funding. To submit a comment electronically, please go to http://federalregister.gov/a/2011-2655. Based on comments received, FEMA may make appropriate revisions to the proposed policy. Although the Agency will consider any comments received in the drafting of the final policy, FEMA will not provide a response to any comments document. When the final policy is issued, a notice of availability will be published in the Federal Register and the text of the final document will be available at http://www.regulations.gov. If you have any questions, please contact FEMA’s Intergovernmental Affairs Division at (202) 646-3444 or FAX (202) 646-3208.
