In his opening address to those in attendance, FEMA Region VI Administrator Tony Russell said, “Today’s roll-out of the NDRF in New Orleans is significant in that, while the construction of the framework has been a nationwide effort, New Orleans’ disaster recovery experiences and local input has undoubtedly helped set the tone for this important document.” FEMA’s creation of the NDRF began following a Presidential Policy Directive on National Preparedness (PPD-8), which directed the agency to work with interagency partners to publish a recovery framework. The resulting framework, with input gathered from community members and leaders across the country, provides a flexible structure comprised of six Recovery Support Functions, to enable disaster recovery managers to operate in a unified and collaborative manner following a disaster. "Hurricane Katrina starkly revealed the serious challenges we face regarding our nation's preparedness and readiness for responding to natural and manmade disasters. Since 2009, federal leaders have solicited input for the NDRF from emergency response and disaster recovery stakeholders in order to gather best practices and build a culture of preparedness. Moving forward, we must continue this dialogue, as the NDRF proposes to do, so that when disasters strike we have the right tools in the toolbox to help communities recover smartly and efficiently,” said U.S. Sen. Mary Landrieu. “This meeting is a next step in providing community members with an understanding of how they can apply NDRF principals and concepts. Participants’ comments will also be used to further develop and refine NDRF guidance documents, tools and implementation strategies because such stakeholder engagement is at the core of this framework,” added Russell.
