October 30 to November 5, 2010 Events Osborne Elementary School Groundbreaking The Nov. 4, 2010, groundbreaking of Osborne Elementary School marked the beginning of the first new school construction in New Orleans East since Hurricane Katrina. Osborne Elementary is one of more than 80 New Orleans Public Schools projects that will be constructed with funding from the recently approved $1.837 billion in grant fund­ing for the Orleans Parish School Board and the Recovery School District. Jackson Barracks Rededication Ceremony The Nov. 5, 2010, Jackson Barracks Rededication Ceremony, sponsored by the Joint Venture Committee of The National Guard Association of Louisiana and the Louisiana National Guard Enlisted Association, is an acknowledgement of a milestone in the recovery process for Jackson Barracks. Hurricane Katrina damaged 184 of the 200-plus buildings on the historic Jackson Barracks military campus, which houses the Louisiana Army National Guard headquarters. More than 75 of the buildings were so severely damaged they must be reconstructed, rather than repaired. To date, FEMA has obligated $110 million toward rebuilding Jackson Barracks. Housing Update: Katrina/Rita: 568 occupied units Gustav/Ike: 198 occupied units Announcements FEMA Issues New Guidance to Support People with Disabilities during Disasters FEMA announced new guidelines on emergency sheltering to help state planners and non-profit organizations ensure that people with access and functional needs receive lawful and equitable assistance in the aftermath of a disaster. The Functional Needs Support Services Guidance (FNSS) gives state governments recommendations to help them provide emergency sheltering services that meet the needs of their communities and are in compliance with existing federal laws designed to prevent discrimination on the basis of disability.
