Brief Project Description: The proposed project is a property acquisition project to remove affected property owners from harm’s way on a voluntary basis. Approximately, 100 properties in two residential neighborhoods and one business district were flooded to some degree during the 1998 flood. This project proposes to acquire and demolish 54 residential properties located in the Hillcrest area as described above. (Relocation will be considered on a case-by-case basis.) All properties in this area sustained over 50-percent damage in the 1998 floods, or are located in the floodway or the 100-year floodplain and have sustained at least 10-percent damage in at least 3 other floods over the past 30 years. By acquiring the proposed properties, the City will remove flood-prone homes from the area, thereby eliminating health and safety risks for property owners and future rescue workers. In addition, the project will eliminate the need to provide emergency rescue services, flood insurance, and federal disaster assistance in the future.
