What is the purpose of the FY 2009 Intercity Bus Security Grant Program (IBSGP)? The purpose of the FY 2009 IBSGP is to provide funds to operators of intercity buses to help strengthen the nation’s critical infrastructure against risks associated with potential terrorist attacks. 2. How much funding was available under the FY 2009 IBSGP? The total amount of funds distributed under the FY 2009 IBSGP is $11,658,000. 3. What are the priorities for the FY 2009 IBSGP? The program supports intercity bus initiatives that strengthen emergency operations planning and citizen protection capabilities and helps address security priorities, including: . Development of assessments or security plans . Operating and capital costs associated with over-the-road bus security awareness, preparedness and response training (must be DHS-approved training courses) . Live or simulated exercises to assess and improve the entity’s capabilities to prevent, prepare for, mitigate, respond to and recover from acts of terrorism (must be DHS- approved exercises) . Public awareness campaigns for enhanced over-the-road bus security (must be DHS- approved) . Security modifications to the bus fleet . Installation of cameras and video surveillance equipment on over-the-road buses and at terminals, garages and over-the-road bus facilities . Construction and modification of terminals, garages and facilities, including those owned by state or local governments, to increase security . Launch or improvements to emergency communications systems linking drivers and over-the-road buses to the recipient’s operations center or linking the operations center to law enforcement and emergency personnel . Implementation and operation of passenger screening programs for weapons and explosives . Protection and isolation of the driver of an over-the-road bus 1 . Chemical, biological, radiological or explosive detection, including canine patrols for such detection . Efforts related to equipment, software or accessorial services for the collection, storage, or exchange of passenger and driver information through ticketing systems or other means and for information links with government agencies for security purposes . Overtime reimbursement for enhanced security personnel assigned to duties related to over-the-road bus security during periods of Orange or Red Alert levels or National Special Security Events 4. Who was eligible to apply for FY 2009 IBSGP funds? Eligible applicants under the FY 2009 IBSGP were owners and operators of fixed route intercity and charter buses that serve UASI jurisdictions. Companies with 250 or more overthe- road buses in operation and providing the highest volume of services to high-risk urban areas were placed in Tier I. All other applicants that met the minimum eligibility requirements were placed in Tier II. 5. How were the FY 2009 IBSGP awards determined? Recipients were selected through a competitive process based on the ratings of the National Review Panel. 6. What legislation authorized funding for the FY 2009 IBSGP?
