EMERGENCY MANAGEMENT PERFORMANCE GRANTS (EMPG) When are EMPG applications due to www.grants.gov ? The EMPG program guidance stipulates the original due date of March 1, 2008. Please note that EMPG program applications will now be due on Monday, March 3, 2008. What is the FY 2008 EMPG period of performance? The FY 2008 EMPG period of performance is October 1, 2007 through September 30, 2009. Construction and renovation costs are not allowed with FY 2008 EMPG program funds.  What other funding opportunities are available for construction and renovation purposes? FEMA is in the process of developing a grant program focusing specifically on emergency operations centers, of which construction and renovation will be an allowable cost.  Details will be provided in the Spring of 2008.  In addition to this forthcoming program, other homeland security grant programs allow, to a limited extent, for construction and renovation projects.  Please consult your Investment Officer (formerly referred to as “Preparedness Officer”) for information relative to other homeland security grant programs which allow for construction and renovation project spending. How does construction and renovation differ from minor maintenance projects? Grantees should confer with their FEMA Regional Investment Officer (or FEMA National Preparedness Division representative if there is no Regional Investment Officer).  The FEMA Regional Investment Officer can help to facilitate construction and renovation questions and discussions between the grantee and the Region’s Environmental and Historical Preservation Officer. Are the State Emergency Management Agencies required to pass through a minimum of 97% of their EMPG award funds to local units of government? No, there are no pass-through requirements associated with the EMPG program funds. Are the core allowability components of EMPG, such as organizational staffing, still allowed in EMPG? Yes, the core allowable components of EMPG have not changed.  Recognizing the EMPG as a unique program dedicated specifically for the emergency management community, and in order to continue meeting state and local emergency management needs, personnel staffing in order to accomplish planning, operations, training, and exercises, and equipment acquisition is still allowable just as in years past.  Please refer to Pages 16-21 for examples of allowable and unallowable costs relative to EMPG grant funds.
