Harman Assistant Administrator Grant Programs Directorate SUBJECT: Management and Administration (M&A) Costs in the Homeland Security Grant Program The purpose of this Information Bulletin is to clarify Management and Administration (M&A) costs associated with the FY 2011 Homeland Security Grant Program (HSGP). Grantees may use up to 5% of their total HSGP allocation for M&A costs. This includes allowability of M&A costs for the Operation Stonegarden Grant Program (OPSG). As in previous years, M&A costs may also be used for the Metropolitan Medical Response System (MMRS), Citizen Corps Program (CCP), and the Drivers License Security Grant Program (DLSGP). Sub grantees may also withhold up to 5% of their sub-award for M&A purposes.
