Harman Assistant Administrator Grant Programs Directorate Federal Emergency Management Agency SUBJECT: Memorandum of Agreement between the Federal Emergency Management Agency and the Transportation Security Administration The purpose of this Information Bulletin (IB) is to inform cognizant agencies and organizations of a recent Memorandum of Agreement (MOA) between the Federal Emergency Management Agency (FEMA) and the Transportation Security Administration (TSA). This MOA defines the roles of FEMA and TSA in meeting their respective responsibilities with regard to surface transportation security grant programs authorized by the Implementing Recommendations of the 9/11 Commission Act of 2007 and related provisions of annual Appropriation Acts for the Department of Homeland Security (DHS) concerning surface transportation security grants. In general, FEMA is responsible for designing and operating the administrative mechanisms needed to implement and manage specifically the following grant programs: • Transit Security Grant Program (TSGP) • Intercity Passenger Rail Security Grant Program (IPRSGP) • Intercity Bus Security Grant Program (IBSGP) • Trucking Security Program (TSP) • Freight Rail Security Grant Program (FRSGP) As subject matter experts for the transportation industry, TSA coordinates intelligence information and risk/vulnerability assessments, provides the ranking and rating of rail and mass transit assets nationwide against threats associated with potential terrorist attacks, and defines the parameters for identifying, protecting, deterring, responding, and recovering from such incidents. Within FEMA, primary responsibility for grant administration rests within the Grant Programs Directorate (GPD). Within TSA, the office with primary responsibility is the Transportation Sector Network Management (TSNM). Grantees with questions regarding the management of their grant, including but not limited to the following, should contact their assigned FEMA program analyst: • Award Acceptance • Grant extensions • Financial reporting questions • Monitoring and documentation of grantee progress • Release and disbursement of funding to grantees • Environmental and Historic Preservation requirements and procedures Requests for further information regarding issues such as the following should be directed to TSA: • Questions regarding the Top Transit Asset List (TTAL) • Priorities of the Surface Security Grant Programs For additional information on the MOU, please contact FEMA or TSA.
