Manning Deputy Administrator National Preparedness and Protection SUBJECT: Fiscal Year 2011 Program Guidance and Application Kits The Grant Programs Directorate (GPD) and National Preparedness Directorate (NPD) within the Federal Emergency Management Agency (FEMA) are pleased to announce the availability of the Fiscal Year (FY) 2011 Program Guidance and Application Kits. This bulletin provides details on 12 of the Department’s FY 2011 preparedness grant programs. These kits will be available online at http://www.fema.gov/grants later today. Program Guidance and Application Kits are available for the following programs, representing over $2.1 billion in available FY 2011 grant funding. * FY 2011 Homeland Security Grant Program (HSGP) * FY 2011 Emergency Management Performance Grants (EMPG) Program * FY 2011 Tribal Homeland Security Grant Program (THSGP) * FY 2011 Urban Areas Security Initiative (UASI) Nonprofit Security Grant Program (NSGP) * FY 2011 Regional Catastrophic Preparedness Grant Program (RCPGP) * FY 2011 Emergency Operations Center (EOC) Grant Program * FY 2011 Driver’s License Security Grant Program (DLSGP) * FY 2011 Freight Rail Security Grant Program (FRSGP) * FY 2011 Intercity Passenger Rail – Amtrak (IPR) Program * FY 2011 Port Security Grant Program (PSGP) * FY 2011 Intercity Bus Security Grant Program (IBSGP) * FY 2011 Transit Security Grant Program (TSGP) Detailed guidance and application instructions for all grant programs are provided at http://www.fema.gov/grants. Completed applications for all grant programs, with the exception of TSGP, must be submitted no later than 11:59 PM EST, June 20, 2011.  For TSGP, completed applications must be submitted no later than 11:59 PM EST, July 5, 2011. Eligible applicants must apply for funding through the Grants.gov portal, accessible on the Internet at http://www.grants.gov.  When applicants apply through http://www.grants.gov, the Standard Form 424 in the initial Grants.gov application will need to be submitted.  The Standard Form 424 will be retrieved by Non-Disaster (ND) Grants and the system will automatically populate the relevant data fields in the application.  Because FEMA will need to conduct an initial review of the application prior to the submission deadline, grantees are encouraged to initiate and complete the Standard Form 424 submission within Grants.gov by no later than June 13, 2011 for all programs, with the exception of TSGP which will be June 27, 2011.  Upon the completion of the initial review, FEMA will determine whether an application should proceed further and the applicant will be notified to complete their submission by fulfilling additional application requirements (e.g., budget, Investment Justification, Work Plan, etc.) listed below by no later than June 20, 2011 for all programs, with the exception of TSGP which will be July 5, 2011. The application must be completed and only final submission made through the ND Grants system located at https://portal.fema.gov will be accepted.  If you need assistance registering for the ND Grants system, please contact FEMA’s Enterprise Service Desk at (888) 457-3362.  Applicants are encouraged to begin their ND Grants registration at the time of solicitation to ensure they have adequate time to start and complete their application submission.  Additional questions may be directed to your FEMA Program Analyst or the Centralized Scheduling and Information Desk (CSID) at askcsid@dhs.gov or (800) 368-6498. A summary of eligible applicants and deadlines is included in Appendix A. Specific allocations for programs marked with an asterisk (*) are included in Appendix B. FY 2011 Homeland Security Grant Program (HSGP)* The HSGP is one tool among a comprehensive set of measures authorized by Congress and implemented by the Administration to help strengthen the nation against risks associated with acts of terrorism and other catastrophic events. State Homeland Security Program (SHSP). The SHSP provides $526,874,100 to support the implementation of State Homeland Security Strategies to address the identified planning, organization, equipment, training, and exercise needs at the state and local levels to prevent, protect against, respond to, and recover from acts of terrorism and other catastrophic events. SHSP also provides funding to implement initiatives in the State Preparedness Report. Consistent with the Implementing Recommendations of the 9/11 Act of 2007 (Public Law 110-53) (hereafter “9/11 Act”), states are required to ensure that at least 25 percent (25%) of SHSP appropriated funds are dedicated towards law enforcement terrorism prevention-oriented planning, organization, training, exercise, and equipment activities, including those activities which support the development of fusion centers. Urban Areas Security Initiative (UASI). The UASI program provides $662,622,100 to address the unique planning, organization, equipment, training, and exercise needs of 31 high-threat, high-density urban areas, and assists them in building an enhanced and sustainable capacity to prevent, protect against, respond to, and recover from acts of terrorism. Per the 9/11 Act, states are required to ensure that at least 25 percent (25%) of UASI appropriated funds are dedicated towards law enforcement terrorism prevention activities. Operation Stonegarden (OPSG). The OPSG program provides $54,890,000 to enhance cooperation and coordination among local, tribal, territorial, state, and federal law enforcement agencies to jointly enhance security along the United States’ land and maritime borders. Metropolitan Medical Response System (MMRS). The MMRS provides $34,929,932 to support the integration of emergency management, health, and medical systems into a coordinated response to mass casualty incidents caused by any hazard. Successful MMRS grantees reduce the consequences of a mass casualty incident during the initial period of a response by having augmented existing local operational response systems before an incident occurs. Citizen Corps Program (CCP). The CCP provides $9,980,000 to bring community and government leaders together to coordinate the involvement of community members and organizations in emergency preparedness, planning, mitigation, response, and recovery.  FY 2011 Emergency Management Performance Grants (EMPG) Program* The EMPG Program provides $329,140,400 to assist state, local, and tribal governments in preparing for all hazards, as authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as amended (42 U.S.C. 5121 et seq.).  Title VI of the Stafford Act authorizes FEMA to make grants for the purpose of providing a system of emergency preparedness for the protection of life and property in the United States from hazards and to vest responsibility for emergency preparedness jointly in the federal government and the states and their political subdivisions.  The federal government, through the EMPG Program, provides necessary direction, coordination, and guidance, and provides necessary assistance, as authorized in this title so that a comprehensive emergency preparedness system exists for all hazards.  FY 2011 Tribal Homeland Security Grant Program (THSGP) The THSGP will provide up to $10,000,000 to directly eligible tribes to help strengthen the Nation against risks associated with potential terrorist attacks.  FY 2011 Urban Areas Security Initiative (UASI) Nonprofit Security Grant Program (NSGP) The NSGP provides $18,962,000 in funding support for target hardening activities to nonprofit organizations that are at high risk of terrorist attack and located within one of the specific UASI-eligible urban areas. While this funding is provided specifically to high-risk nonprofit organizations under the Department of Defense and Full-Year Continuing Appropriations Act, 2011 (Public Law 112-10), the program seeks to integrate nonprofit preparedness activities with broader State and local preparedness efforts. It is also designed to promote coordination and collaboration in emergency preparedness activities among public and private community representatives, state and local government agencies, and Citizen Corps Councils. FY 2011 Regional Catastrophic Preparedness Grant Program (RCPGP)* RCPGP provides $14,101,736 in funding to enhance catastrophic incident preparedness in selected RCPGP sites. RCPGP is intended to support coordination of regional all-hazard planning for catastrophic events, including the development of integrated planning communities, plans, protocols, and procedures to manage a catastrophic event. In FY 2011, RCPGP will focus on demonstrating the progress made by the 10 RCPGP sites, identifying remaining gaps, and implementing the Whole Community Philosophy, which ensures the engagement of the entire community in the planning process. Grantees will also be encouraged to focus on improving catastrophic plans already under development through the use of a “meta-scenario” that draws from the largest planning factors contained within the hazards previously identified by the site as the basis for their planning efforts. Finally, these funds will be used to complete efforts initiated under previous RCPGP awards. The program deliverables submitted from RCPGP grantees will be made available throughout the country to enhance national resilience. FY 2011 Emergency Operations Center (EOC) Grant Program The EOC Grant Program provides $14,101,740 to improve emergency management and preparedness capabilities by supporting flexible, sustainable, secure, strategically located, and fully interoperable EOCs with a focus on addressing identified deficiencies and needs. FY 2011 Driver’s License Security Grant Program (DLSGP)* The DLSGP provides $44,910,000 to prevent terrorism, reduce fraud, and improve the reliability and accuracy of personal identification documents that states1 issue. The DLSGP is intended to address a key recommendation of the 9/11 Commission to improve the integrity and security of state-issued driver’s licenses (DLs) and identification cards (IDs). States are encouraged to work collectively to develop more secure systems to verify an applicant’s identity before issuing a DL or ID that can be accepted for official purposes. FY 2011 Freight Rail Security Grant Program (FRSGP) The FRSGP provides $10,000,000 to fund freight railroad carriers and owners and offerors of railroad cars to protect critical surface transportation infrastructure from acts of terrorism and to increase the resilience of transit infrastructure. FY 2011 Intercity Passenger Rail – Amtrak (IPR) Program The IPR Program provides $19,960,000 to Amtrak to develop security enhancements for eligible intercity passenger rail operations. The purpose of the FY 2011 IPR Program is to create a sustainable, risk-based effort to protect critical surface transportation infrastructure and the traveling public from acts of terrorism and to increase the resilience of transit infrastructure. FY 2011 Port Security Grant Program (PSGP)* The PSGP provides $235,029,000 for transportation infrastructure security activities to implement Area Maritime Transportation Security Plans and facility security plans among port authorities, facility operators, and state and local government agencies required to provide port security services. The purpose of the FY 2011 PSGP is to support increased port-wide risk management; enhanced domain awareness; conduct training and exercises; expansion of port recovery and resiliency capabilities; and further capabilities to prevent, detect, respond to, and recover from attacks involving improvised explosive devices (IEDs) and other non-conventional weapons. FY 2011 Intercity Bus Security Grant Program (IBSGP) The IBSGP provides $4,990,000 to create a sustainable program for the protection of intercity bus systems and the traveling public from terrorism. The purpose of the FY 2011 IBSGP seeks to assist offerors of fixed-route intercity and charter bus services in obtaining the resources required to support security measures such as enhanced planning, facility security upgrades, and vehicle and driver protection. FY 2011 Transit Security Grant Program (TSGP) The TSGP provides $200,079,000 to the nation’s high-threat urban areas for enhancement of security measures at critical transit infrastructure including bus, ferry, and rail systems.  The purpose of the FY 2011 TSGP is to create a sustainable, risk-based effort to protect critical surface transportation infrastructure and the traveling public from acts of terrorism and to increase the resilience of transit infrastructure.
