Harman Assistant Administrator Grant Programs Directorate Federal Emergency Management Agency Paulette Aniskoff Director, Individual and Community Preparedness Division National Preparedness Directorate Federal Emergency Management Agency SUBJECT: Citizen Corps Program—Recent Changes made to the Authorized Equipment List This Information Bulletin (IB) serves to notify grantees and sub-grantees that as of December 8, 2010, the roster of allowable equipment contained in the Authorized Equipment List (AEL) for the Homeland Security Grant Program (HSGP) - Citizen Corps Program (CCP) has been modified. These modifications have been made to the AEL roster and are reflected in the most current version of the Authorized Equipment List (AEL) which can be viewed on the Responder Knowledge Base (RKB) website: https://www.rkb.us/FEMAGrants/DisplayFEMAGrants.cfm. This version of the AEL applies to FY2005 and later fiscal years unless otherwise noted in the individual item’s data. These modifications reflect recommendations made by a group of experts convened by FEMA. These recommendations addressed the equipment requirements for developing and sustaining community preparedness capabilities. This working group addressed existing programmatic requirements and the need for additional items based on volunteer training and response and recovery activities. It should be understood that neither the mission nor the scope of the CCP has changed under the FY 2010 HSGP guidance. Funding should still be used to bring community and government leaders together to coordinate the involvement of community members and organizations in emergency preparedness, planning, mitigation, response and recovery. CCP funding supports Citizen Corps Councils that foster resilience by engaging the whole community in collaborative planning and capacity building. Councils offer localized training and education opportunities and provide information to the public addressing risks, hazards and protective actions. CCP funding is also used for training and equipping deployable volunteer assets such as volunteer teams, supporting first responders during exercises and response and recovery operations. The AEL updates are applicable to Citizen Corps programs nationwide; however, there are unique functions of Citizen Corps programs that will require purchasing equipment not on the AEL. For equipment not on the AEL, a written request and justification must be sent to the FEMA Regional Program Analyst for approval prior to making a purchase.
