Harman Assistant Administrator Grant Programs Directorate SUBJECT: Port Security Grant Program Allowable Costs for Seafarers and Shore Staff/Support Effective immediately, funds for Fiscal Year (FY) 2007 Supplemental through FY 2010 Port Security Grant Program (PSGP) awards may be utilized to fund projects that will ensure the secure and safe transit of seafarers and shore staff/support [who are not eligible for a Transportation Worker Identification Credential (TWIC)] to and from the vessel while at a Maritime Transportation Security Act (MTSA) regulated facility. The following types of costs are approved for the use of FY 2007 Supplemental through FY 2010 PSGP grant funds to support secure and safe seafarer access across or through a facility: . Passenger vans, accommodating up to 15 passengers . Mini-bus(es) . Closed Circuit Television Systems (CCTV) .
