This bulletin provides details on 13 of the Department’s FY 2010 preparedness grant programs. These kits will be available online at http://www.fema.gov/grants later today. FY 2010 Emergency Management Performance Grants (EMPG) Program* The EMPG Program is a vital part of the Department of Homeland Security’s preparedness mission and directly supports our Nation’s emergency management community. The EMPG Program provides $329,799,991 to assist State and local governments in enhancing and sustaining all-hazards emergency management capabilities. FY 2010 Emergency Operations Center (EOC) Grant Program The EOC Grant Program provides $57,600,000 to improve emergency management and preparedness capabilities by supporting flexible, sustainable, secure, strategically located, and fully interoperable EOCs with a focus on addressing identified deficiencies and needs. FY 2010 Driver’s License Security Grant Program (DLSGP)* The DLSGP provides $48,000,000 to prevent terrorism, reduce fraud and improve the reliability and accuracy of personal identification documents that States and territories issue. The DLSGP is intended to address a key recommendation of the 9/11 Commission to improve the integrity and security of State-issued driver’s licenses (DL) and identification cards (IC). FY 2010 Interoperable Emergency Communications Grant Program (IECGP)* The IECGP provides $48,000,000 to improve local, tribal, regional, statewide, and national interoperable emergency communications, including communications in collective response to natural disasters, acts of terrorism, and other man-made disasters. IECGP funding is provided to States and territories and to local and tribal governments to support achievement of the goals, objectives, and or initiatives of the Statewide Communication Interoperability Plans (SCIP) and to ensure achievement of the goals and milestones of the National Emergency Communications Plan (NECP). FY 2010 Buffer Zone Protection Program (BZPP)* The BZPP provides $48,000,000 in funding to increase the preparedness capabilities of jurisdictions responsible for the safety and security of communities surrounding high-priority pre-designated Tier 1 and Tier 2 critical infrastructure and key resource (CIKR) assets, including 2 chemical facilities, financial institutions, nuclear power plants, dams, and other high-risk, high- consequence facilities, through allowable planning and equipment acquisition. FY 2010 Port Security Grant Program (PSGP)* The PSGP provides $288,000,000 for port security grants. PSGP funds are primarily intended to create a sustainable, risk-based effort to protect critical port infrastructure from terrorism, particularly attacks using explosives and non-conventional threats that could cause major disruption to commerce. The PSGP provides grant funding to port areas for enhancing maritime domain awareness, enhancing risk management capabilities to prevent, detect, respond to and recover from attacks involving improvised explosive devices (IEDs), Chemical, Biological, Radiological, Nuclear, Explosive (CBRNE), and other non-conventional weapons, as well as training and exercises and Transportation Worker Identification Credential (TWIC) implementation. FY 2010 Freight Rail Security Grant Program (FRSGP) The FRSGP provides $15,000,000 to fund freight railroad carriers and owners and offerors of railroad cars to protect critical surface transportation infrastructure from acts of terrorism, major disasters, and other emergencies. FY 2010 Intercity Passenger Rail – Amtrak (IPR) Program The IPR provides $20,000,000 to Amtrak to develop security enhancements for eligible intercity passenger rail operations. The purpose of the FY 2010 IPR program is to create a sustainable, risk-based effort to protect critical surface transportation infrastructure and the traveling public from acts of terrorism, major disasters, and other emergencies within the Amtrak rail system. FY 2010 Intercity Bus Security Grant Program (IBSGP) The IBSGP provides $11,520,000 to create a sustainable program for the protection of intercity bus systems and the traveling public from terrorism. The program seeks to assist offerors of fixed-route intercity and charter bus services in obtaining the resources required to support security measures such as enhanced planning, facility security upgrades, and vehicle and driver protection. FY 2010 Homeland Security Grant Program (HSGP)* The HSGP is one tool among a comprehensive set of measures authorized by Congress and implemented by the Administration to help strengthen the Nation against risks associated with potential terrorist attacks. State Homeland Security Program (SHSP). The SHSP provides $842,000,000 to build capabilities at the State and local levels and to implement the goals and objectives included in State Homeland Security Strategies and initiatives in the State Preparedness Report. Urban Areas Security Initiative (UASI). The UASI program dedicates $832,520,000 to select areas to enhance regional preparedness in major metropolitan areas. The UASI program directly supports the National Priority on expanding regional collaboration in the National Preparedness 3 Guidelines and is intended to assist participating jurisdictions in developing integrated regional systems for prevention, protection, response, and recovery. Operation Stonegarden (OPSG). The OPSG program provides $60,000,000 to enhance cooperation and coordination between Federal, State, local, and tribal law enforcement agencies in a joint mission to secure the United States borders along routes of ingress from International borders to include travel corridors in States bordering Mexico and Canada, as well as States and territories with International water borders. Metropolitan Medical Response System (MMRS). The MMRS provides $39,359,956 to support the integration of emergency management, health, and medical systems into a coordinated response to mass casualty incidents caused by any hazard. Citizen Corps Program (CCP). The CCP provides $12,480,000 to bring community and government leaders together to coordinate the involvement of community members and organizations in emergency preparedness, planning, mitigation, response, and recovery. FY 2010 Tribal Homeland Security Grant Program (THSGP) The THSGP will provide up to $10,000,000 to directly eligible tribes to help strengthen the Nation against risks associated with potential terrorist attacks. Pursuant to the 9/11 Act, a directly eligible tribe applying for a grant shall designate an individual to serve as a tribal liaison with the Department of Homeland Security and other Federal, State, local, and regional government officials concerning preventing, preparing for, protecting against, and responding to acts of terrorism. FY 2010 Urban Areas Security Initiative (UASI) Nonprofit Security Grant Program (NSGP) The NSGP provides $19,000,000 in funding support for target hardening activities to nonprofit organizations that are at high risk of terrorist attack. While this funding is provided specifically to high-risk nonprofit organizations under the Department of Homeland Security Appropriations Act, 2010 (Public Law 111-83), the program seeks to integrate nonprofit preparedness activities with broader State and local preparedness efforts. It is also designed to promote coordination and collaboration in emergency preparedness activities among public and private community representatives, State and local government agencies, and Citizen Corps Councils. FY 2010 Regional Catastrophic Preparedness Grant Program (RCPGP)* The RCPGP provides $33,600,000 to enhance catastrophic incident preparedness in selected high-risk, high-consequence urban areas. The RCPGP is intended to support coordination of regional all-hazard planning for catastrophic events, including the development of planning communities, plans, protocols, and procedures to manage a catastrophic event. The deliverables from the RCPGP will be made available throughout the country to enhance national resilience. 4 Appendix A Table 1.
