Manning Deputy Administrator National Preparedness Federal Emergency Management Agency SUBJECT: FY 2009 Homeland Security Grant Program (HSGP) and State Homeland Security Program – Tribal (SHSP-Tribal) Optional Cost Sharing The FY 2009 HSGP and SHSP-Tribal Guidance and Application Kits offered States, Urban Areas, and Tribes the option of proposing cash or in-kind cost sharing activities as part of their FY 2009 HSGP Investment Justifications. In August 2009, FEMA/Grant Programs Directorate (GPD) issued the FY 2009 HSGP and SHSP-Tribal awards to all grantees. The award documents included a special condition requiring States, Urban Areas, and Tribes to contribute in full any cost share amount that was submitted in the Investment Justifications. After careful review, FEMA/GPD has decided to remove this special condition from all FY 2009 HSGP and SHSP-Tribal awards. FEMA/GPD will not be issuing new award documents. Grantees should accept the award with the special condition and FEMA/GPD will remove the special condition after the award has been accepted. In addition, States, Urban Areas, and Tribes are not required to report the cost share amounts as part of their FY 2009 Initial Strategy Implementation Plan (ISIP) submissions.
