Ross Ashley, III Assistant Administrator Grant Programs Directorate Federal Emergency Management Agency SUBJECT: Transit Security Grant Program: Intelligence Analyst Baseline Proficiency The purpose of this Information Bulletin is to clarify that the baseline proficiency standard for Intelligence Analysts as enumerated in the FY 2007 TSGP Supplemental Program Guidance and Application Kit is not exclusive but, rather, intended to reflect minimum categories of training outlined in Global’s Minimum Criminal Intelligence Training Standards for Law Enforcement and Other Criminal Justice Agencies in the United States. Grantees and supported transit agencies may apply another (equivalent or greater) qualifying standard upon request and approval by the FEMA Grant Development & Administration Division.
