The Grant Accomplishments Report has been posted online at the following address: http://www.fema.gov/government/grant/index.shtm under “Grants Administration Information.” The findings reveal how grantees have concentrated their grant awards between fiscal years 2003-2007, spending most of their grant funds on a few target capabilities. The top five most funded target capabilities were Communications, Critical Infrastructure Protection, WMD and Hazardous Materials Response and Decontamination, Planning, and CBRNE Detection. These target capabilities accounted for 56.2 percent of total funding analyzed, with the remaining 32 target capabilities accounting for the balance; 14 of the target capabilities received less than 0.5 percent of total funding. These investment patterns were then analyzed from a variety of perspectives to uncover trends and potential relationships between target capabilities, common variables, national homeland security policy and doctrine, and geographic FEMA Regions. These findings represent the combined accomplishments of seven grant programs that include HSGP, EMPG, TSGP, IPRSGP, PSGP, BZPP and Chem.-BZPP. Combined, these programs represent www.fema.gov 64.8 percent of GPD’s grant portfolio value from FY 2003-2007, with a total of $10,627,712,943 analyzed for this report. Additional information on the Initial Findings may be directed to FEMA-C2C@dhs.gov, your FEMA Regional office, GPD Program Analyst or the Centralized Scheduling and Information Desk at askcsid@dhs.gov or 1-800-368-6498.
