Transit Security Grant Program: Transit Security Provider Review of Investment 
Justifications 

This Information Bulletin (IB) clarifies the responsibility of the Transit Security Provider in 
reviewing Investment Justifications (IJs) for transit agencies to which they provide security 
service. This affects the FY 2008 and FY 2009 Transit Security Grant Program (TSGP) 
Guidance and Application Kits, and the FY 2009 American Recovery and Reinvestment Act 
(ARRA) TSGP Guidance and Application Kit. 

The purpose of this IB is to clarify that only a review of the IJs is necessary and not formal 
approval, as is consistent with language in the Grant Guidance and Application Kits. The 
attached form “Investment Justification Review Form” hereby replaces the “Responsible Transit 
Security Provider Investment Justification Approval Form” in the Grant Guidance and 
Application Kits for each of the grant programs above.
