Ross Ashley, III Assistant Administrator Grant Programs Directorate Federal Emergency Management Agency SUBJECT: Fiscal Year (FY) 2009 Grant Programs Allocation Announcement The Grant Programs Directorate (GPD) and National Preparedness Directorate (NPD) within the Federal Emergency Management Agency (FEMA) are pleased to announce final FY 2009 grant allocations for the following grant programs: . Homeland Security Grant Program (HSGP) -HSGP: State Homeland Security Program (SHSP) -HSGP: Urban Areas Security Initiative (UASI) -HSGP: Metropolitan Medical Response System (MMRS) -HSGP: Citizen Corps Program (CCP) . State Homeland Security Program Tribal (SHSP Tribal) . Urban Areas Security Initiative (UASI) Nonprofit Security Grant Program (NSGP) . Regional Catastrophic Preparedness Grant Program (RCPGP) FY 2009 Homeland Security Grant Program (HSGP) The HSGP is one tool among a comprehensive set of measures authorized by Congress and implemented by the Administration to help strengthen the Nation against risks associated with potential terrorist attacks. State Homeland Security Program (SHSP). The SHSP provides $861,137,000 to build capabilities at the State and local levels and to implement the goals and objectives included in State Homeland Security Strategies and initiatives in the State Preparedness Report. Urban Areas Security Initiative (UASI). The UASI provides $798,631,250 to select areas to enhance regional preparedness in major metropolitan areas. The UASI program directly supports the National Priority on expanding regional collaboration in the National Preparedness 1 Guidelines and is intended to assist participating jurisdictions in developing integrated regional systems for prevention, protection, response, and recovery. Metropolitan Medical Response System (MMRS). The MMRS provides $39,831,404 to support the integration of emergency management, health, and medical systems into a coordinated response to mass casualty incidents caused by any hazard. Citizen Corps Program (CCP). The CCP provides $14,572,500 to bring community and government leaders together to coordinate the involvement of community members and organizations in emergency preparedness, planning, mitigation, response, and recovery. FY 2009 State Homeland Security Program Tribal (SHSP Tribal) The SHSP Tribal provides $1,788,000 to directly eligible tribes to help strengthen the Nation against risks associated with potential terrorist attacks. Pursuant to the 9/11 Act, “a directly eligible tribe applying for a grant under section 2004 [SHSP] shall designate an individual to serve as a tribal liaison with [DHS] and other Federal, State, local, and regional government officials concerning preventing, preparing for, protecting against, and responding to acts of terrorism.” FY 2009 Urban Areas Security Initiative (UASI) Nonprofit Security Grant Program (NSGP) The UASI NSGP provides $15,000,000 for target hardening activities to nonprofit organizations that are at high risk of terrorist attack and are located within one of the FY 2009 UASI-eligible Urban Areas. This program seeks to integrate nonprofit preparedness activities with broader state and local preparedness efforts. Additionally, the program is designed to promote coordination and collaboration in emergency preparedness activities among public and private community representatives, state and local government agencies and Citizen Corps Councils. FY 2009 Regional Catastrophic Preparedness Grant Program (RCPGP) The RCPGP provides $34,002,500 to enhance catastrophic incident preparedness in predesignated high-risk Urban Areas and their surrounding regions. RCPGP is intended to support coordination of regional all-hazard planning for catastrophic events, including the development of integrated planning communities, plans, protocols, and procedures to manage a catastrophic event.
