SUBJECT: Fiscal Year (FY) 2009 Operation Stonegarden Allocation Announcement 

The Grant Programs Directorate (GPD) within the Federal Emergency Management Agency 
(FEMA) is announcing final grant allocations for FY 2009 Operation Stonegarden (OPSG). 

The OPSG provides $60,000,000 to enhance cooperation and coordination between Federal, 
state, local, and tribal law enforcement agencies in a joint mission to secure the United States 
borders along routes of ingress from International borders to include travel corridors in states 
bordering Mexico and Canada, as well as states and territories with International water borders. 

Under the FY 2009 OPSG program, Customs and Border Protection (CBP)/Border Patrol 
(BP)/Office of Field Operations (OFO)-sponsored training, task forces and border security 
coordination conferences will be allowable. This change is in response to specific needs 
identified by law enforcement stakeholders to further enhance State, Local and Tribal law 
enforcement communication, coordination and working partnerships with Federal law 
enforcement (CBP/BP/OFO) on border security issues, information sharing and mandatory 
training to perform 19U.S.C.507-509 south bound border interdiction activities. Remaining FY 
2008 OPSG funds may also be used for this purpose.
